Basic Qualifications

Bachelor's degree or equivalent is required plus a minimum of 10 years of relevant experience; or Master's degree plus a minimum of 8 years of relevant experience to meet managerial expectations.

 

Department of Defense Top Secret security clearance is required at time of hire. Candidates must be able to obtain a TS/SCI clearance with polygraph within a reasonable amount of time from date of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

Responsibilities for this Position

General Dynamics Mission Systems has an immediate opening for a Senior Manager of Business Development.  The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.  General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

 

The selected candidate will work to identify and acquire new business ventures for GDMS and its customers. The Senior Manager of Business Development will work among a talented and technically accomplished group of colleagues, and enjoy a flexible work environment where contributions are recognized and rewarded.

 

REPRESENTATIVE DUTIES AND TASKS:

Identifies and captures new business opportunities in the international and domestic Signals Intelligence (SIGINT) marketplace, with emphasis on High Frequency (HF) and Very High/Ultra High Frequency (V/UHF) Communications Intelligence (COMINT) Direction Finding (DF) Systems and Satellite Communication & Collection Systems;
Establishes and maintains frequent Intelligence Community (IC) and Defense customer contacts in the international and domestic SIGINT, COMINT/DF and Satellite Communication marketplace; 
Collaborates with customers to develop system Concept of Operations (CONOPS), architectures, and requirements for SIGINT, COMINT/DF and Satellite Communication collection systems;
Develops and presents briefing packages of business area capabilities and system offerings to international and domestic customers;
Works closely with business area technical and management team to align business area strategy, capabilities, investments, and offerings with SIGINT, COMINT/DF and Satellite Communication markets;
Performs competitor analyses and develops teaming relationships as needed;
•Works closely with Export Compliance organization to obtain all export licenses for business pursuits in the international marketplace.

Maintains a demonstrated knowledge of government contracting and acquisition practices

Demonstrates strong interpersonal, communication, collaboration and leadership skills
Demonstrated ability to build relationships with customers and internal counterparts
May require an understanding of international business and export processes
Works well under pressure with the ability to simultaneously deliver on multiple tasks and/or priorities
Responsible for establishing and achieving operational objectives for area of responsibility
Establishes and assures adherence to budgets, schedules, work plans, and performance requirements
Expected to integrate highly complex activities within their discipline and across functional and project boundaries
Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives
Direct oversight of a function or project of moderate size and complexity
Regularly interacts with senior management or executive levels on matters concerning several functional areas, divisions, and/or customers
Interacts frequently with internal and external management and senior-level customer representatives concerning projects, operational decisions, scheduling requirements, and/or contractual clarifications
Leads briefings and technical meetings for internal and external representatives
Demonstrates and uses a depth of organizational knowledge that results in superior performance in delivery of products, services or proposals to customers or collaboration across functions
Requires the ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship
Assignments are objective oriented. Involved in developing, modifying and executing company policies that affect immediate operations and may also have company-wide effect
Work is reviewed in terms of meeting the organization's objectives and timelines
Senior management reviews objectives to determine success of operation

Erroneous decisions will result in critical delay(s) in schedules and/or unit operations, cause substantial expenditure of additional time, human resources, and funds; and jeopardize future business activity
Exercises supervision in terms of costs, methods, and staffing
In some instances this manager may have subordinate managers
Relies on resources external to the department or GDMS for implementation
Establishes operational objectives and work plans, and delegate's assignments to subordinates
Manages subordinate management and/or experienced specialist employees who exercise significant latitude and independence
May have responsibility for managing people, including performance evaluations and pay increase recommendations
May also be responsible for hire/fire decisions

 

 


PREFERRED DEGREE TYPES AND EXPERIENCE:

Preferred Master of Science in Electrical Engineering (MSEE) with 8+ years’ experience or Bachelors of Science in Electrical Engineering (BSEE) with 10+ years’ experience

The candidate must have proven experience with the capture management and proposal development processes.

 

The candidate must demonstrate extensive experience in areas related to the following technology areas: 

  • Direction finding systems, arrays and algorithms and their performance characteristics;
  • HF propagation;
  • Commercial Satellite Communication networks and protocols;
  • Detailed understanding of the SIGINT, COMINT/DF and Satellite Communication market place including major customers and industry competitors.

In addition, the candidate must possess excellent written and oral communication skills and be able to travel worldwide, up to 20%.
