Basic Qualifications

Bachelor's Degree in in Supply Chain Management, Business Administration, Business Management, or a related field or equivalent experience is required plus a minimum of 8 years of relevant experience; or Master's degree plus a minimum of 6 years of relevant experience

Responsibilities for this Position

General Dynamics Mission Systems (GDMS) has an immediate opening for a Supply Chain Compliance Specialist.  The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.  GDMS employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.



  • Support and/or implement the necessary procedures and controls to insure compliance with corporate policy, company policy, Federal Acquisition Requirements (FAR), and Defense Acquisition Regulations System (DFARS) related to subcontracting
  • Develop training content, policy updates, and guidance as new requirements are identified that impact supply chain policies and processes
  • Monitor and enforce Subcontractor compliance with the FAR/DFARS requirements
  • Monitor and audit purchasing staff ensuring that purchase orders and subcontract awards are compliant to all FAR/DFARS, as well as internal policies
  • Provide audit support for both internal and external audits
  • Coordinate and provide the adequate substantiating documentation to support the data requests
  • Coordinate and draft responses to recommendations and any findings/deficiencies. Meet with auditors responding to questions regarding supply chain policy and process
  • Will be responsible for staying current on and ensuring internal compliance with federal government contracting regulations, associated federal operating constructs, and acquisition policy changes
  • Will be required to brief staff and leadership on subcontracting-related issues in a credible and professional manner
  • Supports internal, customer, and external compliance audits
  • Reviews moderate to high complexity, value and risk purchase orders and complex agreements, and ensures all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure
  • Reviews cost or price analysis on procurements of moderate to high value, risk and complexity
  • Review purchase requisitions, purchase orders, purchase order revisions, and requests for quotes to suppliers to ensure compliance to policies and regulations
  • On proposals, provides cost or price analysis
  • Builds productive internal/external working relationships
  • May coordinate activities of other personnel
  • May attend proposal planning and proposal kickoff meetings
  • Reviews procurement decisions including make/buy, source selection, market research and supplier qualifications
  • Participates on proposal evaluation teams in fact finding, technical evaluation, and cost/price analysis
  • Leads, directs, mentors and trains other supply chain professionals
  • Leads continuous improvement activities related to compliance within supply chain



  • Strong working knowledge of FAR/DFARS, and other related federal regulations

  • Has wide-ranging experience, uses professional concepts and company objectives to resolve complex issues in creative and effective ways
  • Ability to work and succeed in a fast-paced, deadline driven environment while demonstrating superior presentation, communication, team building and leadership skills
  • Demonstrated ability to work as an individual contributor or on a team
  • Ability to quickly understand and apply new information quickly; handles more complex problems.
  • Shows initiative on assignments, exercises independent judgment
  • Strong knowledge of Supply Management and how to implement strategies into practice
  • Strong knowledge/understanding of Government contractor purchasing requirements, how to apply FAR/DFARS, and use of the ERP/MRP systems

  • Strong knowledge in the applicable contractual flow downs, General Dynamic's policies/procedures, federal, state, FAR/DFARS , and local laws, and the ability to apply them in the procurements of commodities/services/subcontracts

  • Advanced computer skills
