Basic Qualifications

Bachelor's degree in systems engineering, a related specialized area or field is required (or equivalent experience) plus a minimum of 8 years of relevant experience; or Master's degree plus a minimum of 6 years of relevant experience.

 

Clearance Requirements:

Candidates must have a Department of Defense Secret security clearance at date of hire.  Applicants selected will be subject to a U.S.  Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

 

Responsibilities for this Position

General Dynamics Mission Systems has an immediate opening for a Deputy Program Manager Engineering (DPME).  This position provides an opportunity to further advance the cutting-edge technology that supports some of our nation’s core defense, homeland security, intelligence services and systems.  General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

 

We are actively seeking a Deputy Program Manager Engineering for our growing backlog of Department of Homeland Security (DHS) projects. In this role, the successful candidate will: 

  • Lead multi-functional teams comprised of software engineers and systems engineers
  • Assemble and lead design reviews both internally and externally
  • Manage execution efforts and establish best practices
  • Manage engineerings overall scope, cost, schedule, performance, quality, risks, and opportunities of the project
  • Manage engineering resources to complete project scope of work
  • Manage engineering interfaces with the customer
  • Establish project staffing plans
  • Assess and develop the strengths of the team resources
  • Identify, develop, analyze, document and report project metrics
  • Manage engineering interfaces to the customer
  • Manage program interfaces with the Program Manager (scope, requirements, schedule, budget, risk, critical concerns and opportunities)
  • Manage day-to-day performance and provide performance inputs to functional managers of assigned team members
  • Communicate resource requirements to functional managers
  • Implement effective corrective actions
  • Manage resolution of technical issues, communicate the resolution to all affected parties, and ensure that the resolution is carried out in all of the affected artifacts
  • Plan, authorize, and monitor the engineering work 
  • Must have experience managing an AGILE Software Development program
  • Must have experience as a SCRUM Master, being certified would be a big plus

KNOWLEDGE SKILLS AND ABILITIES:

  • Strong use and understanding of systems engineering concepts, principles, and theories
  • Strong knowledge of other related disciplines
  • Strong proficiency with requirements management & system modeling tools
  • Strong proficiency in Microsoft Office applications
  • Strong written and verbal communications skills
  • Ability to get buy-in on concepts and ideas
  • Creative thinker
  • Ability to multi-task
  • Effective in communicating issues, impacts, and corrective actions
  • Strong ability to clearly report information relevant to sound systems engineering design
  • Strong understanding of basic project leadership principles including SPI/CPI, Earned Value, Cost Account Management (CAM), and Statistical Process Controls

PREFERRED DEGREE TYPES AND EXPERIENCE:

Bachelor's degree in systems engineering, a related specialized area or field is required (or equivalent experience) plus a minimum of 8 years of relevant experience; or Master's degree plus a minimum of 6 years of relevant experience. Agile experience preferred


CLEARANCE REQUIREMENTS:

  • Department of Homeland Security (DHS) Entry on Duty (EOD) clearance is preferred at time of hire.   Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.  Due to the nature of work performed within our facilities, U.S. citizenship is required.
