Responsibilities for this Position

GDMS has an immediate opening for a Senior Supply Chain Manger to lead complex subcontract efforts. This position has the overall responsibility for subcontractor’s performance and is responsible for resolving customer/business concerns on subcontracted efforts. This position requires a thorough knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) and past-demonstrated ability in complex contract development.

 

In this position, you will be responsible for obtaining the desired business results, which requires a combination of strategic thinking, creativity and discipline within Supply Chain/Contracts and the ability to focus solutions that meet the business needs. The candidate will lead the development of team/partner relationships with critical suppliers and will be responsible in leading direct reports. GDMS employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

 

REPRESENTATIVE DUTIES AND TASKS:

 

  • Support proposal activities – formulate, approve, and implement SCM strategies to meet business needs
  • Provide oversight of cost and pricing estimating activities related to bids and proposals
  • Perform price or cost analysis for materials, components, equipment, and services
  • Solicit and receive cost or pricing data required for disclosure to the customer in accordance with applicable federal regulations, including Truth in Negotiation Act Reviews
  • Review contractual supply chain documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions, including applicable federal regulations and business team objectives prior to acceptance
  • Develop negotiation strategies and negotiate contracts and subcontracts
  • Prepare and issue high complexity, value and risk purchase orders, subcontracts, and agreements, and ensure all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure, while identifying potential risks in terms and conditions
  • Establish requirements and monitor measures for suppliers
  • Monitor suppliers’ performance and manage changes in scope, taking corrective actions as required
  • Build customer relationships and understand customer needs and issues
  • Resolve customer/business concerns on supplier performance
  • Prepare and present briefings to executive management
  • Lead development of team/partner relationships with vendors/suppliers and maintain relationships
  • Assist program manager and program team in achieving goals and requirements for supply chain content
  • Act as a focal point with program leadership, legal, contracts, finance, information technology, and other departments for SCM requirements
  • Establish non-disclosure, teaming, and master service agreements
  • Establish operational objectives and delegate assignments to subordinate and/or matrix teammates
  • Champion SCM initiatives and process improvements
  • As required, manage other professionals and conduct performance reviews
  • Develop and implement departmental programs, policies and procedures
  • Provide input to, develop, and present training materials
  • Manage/lead supply chain related audits
  • Manage/lead subcontract closeouts
  • Travel, as needed, to support tasking

 KNOWLEDGE SKILLS AND ABILITIES:

  • Demonstrated ability to draft highly complex contractual instruments that comply with General Dynamic’s policies/procedures, federal, state, FAR/DFAR, and local laws 
  • Significant knowledge of government contracting practices and regulations regarding acquisition
  • Outstanding relationship management and personnel skills
  • Significant understanding of business and supply chain strategy
  • Skilled in the development and implementation of product/program strategy and tactics
  • Demonstrated ability to apply advanced negotiation skills to solve internal, external and customer issues
  • Demonstrated ability to lead high-risk suppliers and engagements
  • Ability to lead suppliers in team building, conflict resolution, motivation, and deliver value to the customer
  • Significant understanding of advanced of risk and opportunity management techniques and ability to apply them to programs
  • Ability to develop and execute proposal plans and strategies
  • Ability to establish and assure adherence to budgets, schedules, work plans, and performance requirements
  • Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends
  • Ability to understand and analyze subcontractor’s program financial data
  • Ability to evaluate subcontractor’s quality of work to ensure satisfaction of customer requirements
  • Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives
  • Significant verbal and written communication skills
  • Significant knowledge of business objectives proposal techniques, and business development for new business
  • Ability to lead internal and external teams in matrix organization
  • Ability to manage/mentor others within program management discipline
  • Will interact frequently with internal personnel and outside representatives at various levels
  • Strong working Knowledge of MS Project, Excel, Word, PowerPoint
  • Will be required to travel
  • Demonstrated ability to lead and performance manage direct reports. Will be responsible for hire/fire decisions

  • Thorough knowledge of Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS). A Bachelor's Degree in Business, Supply Chain Management (SCM), Finance, Government Contracts Management, or a related field, and a minimum of 10 years of relevant experience, or a Master's degree in the noted fields and a minimum of 8 years of relevant experience are required

CLEARANCE REQUIREMENTS:

 

  • A Department of Defense Secret security clearance is required at time of hire. Candidates must be able to obtain a Top Secret (TS)/Sensitive Compartmented Information (SCI) clearance with polygraph within a reasonable amount of time from date of hire. Applicant selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. U.S. citizenship is required.
