  • Basic Qualifications

    The Business Procurement Director position requires a Bachelor's degree in business management, business administration, or technical degree and 15 years of experience; or Master's degree plus a minimum of 13 years of demonstrated leadership.

     

    Department of Defense Secret security clearance is preferred at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

    Responsibilities for this Position

    General Dynamics Mission Systems has an immediate opening for a Business Procurement Director.  The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.  General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

     

    This Business Procurement Director is a leadership role responsible for representing the Supply Chain Organization to the Ground and Federal Systems lines of business, which represents over $1B in business. The successful candidate for this position garners the respect of and is sought out by executive leadership on our most critical activities. The Business Procurement Director is responsible for leading a team of people and owns performance of all aspects of management of our subcontract base, addressing complex procurements and performance problems, and representing all aspects of supply chain activities including commodities and services to the business leaders.

     

    Expectations of the position include:

     

    • Reviews RFP documents, plans, and specifications to assist management in qualifying opportunities to determine bid/no-bid of an opportunity
    • Supports proposal activities with innovative solutions to meet the program needs and requirements and formulates/approves and implements SCM strategies to meet the business needs.
    • Develops strategic sourcing strategies and solicits RFI and RFPs
    • Provides oversight of cost and pricing estimating activities related to bids and proposals
    • Performs price or cost analysis for materials, components, equipment and services and leads the evaluation of the supplier and makes source selection recommendations
    • Solicits and receives cost or pricing data required for disclosure to the customer in accordance with applicable federal regulations including Truth in Negotiation Act Reviews, verifies proper documentation, and may execute Certificate of Cost or Pricing Data
    • Leads the development of complex supplier efforts that require statements of work and flow-down of mandatory or otherwise necessary/prudent from a business and contract perspective
    • Reviews contractual/supply chain documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance
    • Prepares and issues high complexity, value and risk purchase orders, contracts and agreements, and ensures all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure and is able to identify potential risks in terms and conditions
    • Establishes requirements and monitoring measures for suppliers to achieve process, and quality standards and meet cost/schedule/technical commitments to the business.
    • Monitor the suppliers’ performance, manage changes in scope changes, and take appropriate corrective action as required.
    • Has overall responsibility for SCM performance for a business unit or major business unit location
    • Leverages the proposal in developing, defining, and implementing cohesive subcontractor, services, and material plans that achieve the overall current and long term objectives of the program/product, and business.
    • Identifies needed resources for projects, defines and assigns major program roles
    • On major subcontracts, ensures that the subcontractor establishes and sets integrated WBS-based budget and schedule baselines including the risk management reserve on major subcontracts where the scope is not well defined and there is significant possibility for change
    • On suppliers/subcontractors monitors work accomplished to baseline plans to ensure rate of work completion is sufficient to meet program/product schedules, develops corrective actions, and communicate issues, impacts and corrective actions to program teams
    • Balances the subcontractors risks and opportunities with executable strategies to meet technical requirements and budgets
    • Through contractual documents and influence management, manages the suppliers/subcontractors who that are focused on the delivery of a product, services, or sub-system from design to delivery to the program.
    • Sets standards for supply chain content metric reviews over a family of programs/product line or within a business area
    • Responsible for maximizing the supply chain content/contribution to profit and cash flow of products/programs
    • On programs and products, prepares and presents the supply chain status to leadership and external customers
    • Interfaces with customers on technical matters regarding major suppliers/subcontractor program/products
    • On the supply chain effort, leads the team to identify and quantify risks and opportunities; leads risk mitigation / opportunity capture activities
    • On subcontracts/major suppliers, identifies market/scope changes and develops product/program positions for costs/price and feature changes or equitable cost/schedule adjustments
    • Develops supplier relationships and develops new business opportunities with the suppliers
    • On subcontract and major supplier engagements ensure that the company’s patent and data rights for the products/commodities/services are protected.

    Knowledge, Skills and Ability include:

     

    • Demonstrated ability to draft highly complex contractual instruments that comply with General Dynamic’s policies/procedures, federal, state, Federal Acquisition Requirements/DFAR, and local laws.

    • Ability to lead in the management and control of suppliers

    • Abilty to administer moderate to moderately high risk suppliers and engagements

    • Demonstrated knowledge of products and technologies including current and potential applications

    • Demonstrated knowledge of target customer markets

    • Ability to generate cohesive subcontract program plans

    • Must be able to establish and assure adherence to budgets, schedules, work plans, and performance requirements

    • On major subcontract efforts, the ability to drive the development and implementation of a product-oriented WBS and WBS Dictionary

    • Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends

    • Ability to understand and analyze subcontractors program financial data

    • Significant knowledge of products and technologies including current and potential applications

    • Significant knowledge of target customer markets

    • Ability to generate cohesive subcontractor program plans

    • Must be able to establish and assure adherence to subcontractors budgets, schedules, work plans, and performance requirements

    • On major subcontract efforts, the ability to drive the development and implementation of a product-oriented WBS and WBS Dictionary

    • Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends

    • Ability to understand and analyze program financial data

    • Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives

    • Significant verbal and written communication skills

    • Ability to evaluate quality of work product to ensure satisfaction of customer requirements

    • Significant understanding of advanced of risk and opportunity management techniques and ability to apply them to programs

    • Significant knowledge of business objectives proposal techniques, and business development for new business

    • Ability to lead internal and external teams in matrix organization

    • Ability to lead suppliers in team building, conflict resolution, motivation, and leadership t

    • Ability to develop and execute proposal plans and strategies

    • Ability to apply advanced negotiation skills to solve internal, external and customer issues

    • Significant understanding of business and supply chain strategy

    • Significant knowledge of government contracting practices and regulations regarding acquisition

    • Outstanding relationship management and marketing skills

    • Ability to identify partnership candidates best suited to fill product/program gaps

    • Needs ability to execute company policies that affect immediate operations

    • Skilled in the development and implementation of product/program strategy and tactics

    • Ability to manage/mentor others within program management discipline

    • Demonstrates proper negotiation of program/product line related decisions

    • Erroneous decisions or recommendations or failure to complete assignments normally result in serious delays and considerable expenditure of additional time, human resources, and funds

    • Will interact frequently with internal personnel and outside representatives at various levels

    • Working Knowledge of MS Project, Excel, Word, PowerPoint

    • May be required to travel

    • May be responsible for hire/fire decisions
