Basic Qualifications

Responsibilities for this Position

GDMS has an immediate opening for a Senior Subcontract Administrator.  The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.  GDMS employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

 

REPRESENTATIVE DUTIES AND TASKS:

  • Works with the program's contracts and cross-functional team in the development of complex procurement statements of work, technical specifications, and mandatory flow-down clauses or otherwise necessary/prudent clauses from a business and contract perspective
  • Ensures the procurement documents mitigate the suppliers/subcontractor's performance risk, conform to program contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature/acceptance
  • Facilitates the development of team/partner relationships with suppliers/subcontractors and develops and maintains relationships for long-term engagements that provide a competitive advantage to the business
  • Prepares purchase orders and complex agreements (subcontracts) for various types of procurements including those that are high risk from a contractual and value perspective, and ensures all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy/procedure, federal (Federal Acquisition Regulation/Defense Federal Acquisition Regulation (FAR/DFAR)), state, and local laws, and is able to identify potential risks in terms and conditions
  • Acts as the focal point and is the lead interface to the supplier/subcontractor and program team for the resolutions of supply chain procurement and subcontract issues,  and is the focal point for all supply chain contractual communications and commitments to the suppliers/subcontractors
  • Accurately documents the substance of program team and supplier discussions, agreements, and action items
  • Proactively assists Program Manager and Program Team in achieving the program goals and requirements
  • Advises and supports business team on issues/developments relative to assigned commodities, suppliers/subcontractors and complex procurements such as subcontracts

ADDITIONAL TASKS: 

  • Uses independent judgment to accomplish objectives
  • Works on unusually complex problems and provides solutions that are highly creative
  • Determines and pursues courses of action essential in obtaining desired business outcomes
  • May lead commodity team or lead highly complex procurement activities.
  • Performs advanced sourcing/market research
  • Develops new supply sources where suppliers are no longer competitive
  • Supports proposal activities with innovative solutions to meet Program needs and requirements to include the negotiation of nondisclosure agreements and teaming agreements
  • On complex procurements (subcontracts)  is the author/lead of the procurement documents
  • Performs price or cost analysis for materials, components, equipment and services
  • Reviews the procurement documents for completeness and accuracy
  • Recommends cost saving proposals or alternative sources
  • Monitors the cost, schedule and scope of assigned procurements to negotiate highest quality at best value
  • Coordinates purchasing activities with internal partners to acquire products and services in a cost effective and timely manner
  • Effectively manages organizational and process changes
  • Conducts research to support internal and external audits as necessary
  • Responsible for responding to program audits & conducting audits on suppliers

KNOWLEDGE SKILLS AND ABILITIES:

 

  • Expert in the procurement of engineering services in support of a Department of Defense prime contract
  • Demonstrated knowledge of procurement law/regulations and related legal concepts
  • Ability to undertake a mixture of program management and contract management roles in regard to complex procurement (i.e. supplier budgets, program reviews, schedule, risk, technical performance, earned value management)
  • Demonstrated FAR/DFAR compliance knowledge and legal concepts
  • Ability to draft and negotiate supply chain procurement instruments such as subcontracts, nondisclosure agreements and teaming agreements
  • Ability to develop negotiation strategies that meet the business needs
  • Ability to perform work without appreciable direction
  • Integrity and discretion when handling internal/external company proprietary information
  • Demonstrated analytical, written and communication skills. 
  • Effective at decision making

  • Demonstrated knowledge of business and intellectual property principles

  • Ability to coach and mentor the program team regarding requirements for a successful procurement package

ADDITIONAL REQUIRED EXPERIENCE:   Must have specific subcontract administration (purchasing) experience as well as experience using a purchasing system (i.e., Deltek).  Must be able to work in a fast-paced environment supporting multiple prime contracts.  Must be famliar with blanket ordering agreements and the issuance of delivery/task orders that are time & material, firm fixed price, or

cost plus fixed fee.  Must be a strong, independent worker capable of working successfully with strong program management teams.  Must be self-sufficient and able to work without an on-site manager

CLEARANCE REQUIREMENTS:
The ability to obtain a Department of Defense Secret level clearance is desired. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.
