  • Basic Qualifications

    Responsibilities for this Position

    General Dynamics Mission Systems has an immediate opening for a Advanced Supply Chain Specialist.  The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.  General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

     

    REPRESENTATIVE DUTIES AND TASKS:
    Prepares and issues purchase orders and complex agreements, and ensures all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure and is able to identify and negotiate risks in terms and conditions
    Works with management to address all aspects of supply chain management, including procurement support, commodity business plans, market trends assessment, pricing, and product availability
    Prepares and issues moderate to high complexity, value and risk purchase orders and complex agreements, and ensures all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure and is able to identify potential risks in terms and conditions
    On proposals, procurements, and agreements, negotiates and documents terms and conditions, price, delivery, quality, and performance requirements on moderate to high complexity procurements
    Supports proposal activities with innovative solutions to meet program needs and requirements
    Reviews and analyzes purchase requisitions
    Coordinates purchasing activities with internal partners to acquire products and services in a cost effective and timely manner
    Processes purchase requisitions, purchase orders, purchase order revisions, and requests for quotes to suppliers
    Performs price or cost analysis for materials, components, equipment and services
    Monitors the cost, schedule and scope of assigned procurements to negotiate highest quality at best value
    Acts as liaison between the Programs team, other functional areas and suppliers and builds positive relationships
    Builds productive internal/external working relationships

    Additional Tasks:
    Attends the proposal planning meeting and kick-offs and collaborates with functional areas to understand BOM requirements
    Reviews requirements document (i.e., requisitions, statement of work, drawings, and specifications) for clarity and adequacy
    Identifies potential sources for required materials, and services and develops and issues request for proposals. Develops new supply sources where suppliers are no longer competitive
    Participates on proposal evaluation teams in fact finding, technical evaluation, and cost/price analysis Receives, reviews, and evaluates supplier proposals to ensure they meet Prime proposal requirements
    Prepares and documents priced Bill of Material and Material (BOM) cost estimate development
    Performs cost or price analysis on procurements of moderate to high value, risk, and complexity
    Coordinates risk assessments and creates risk management plans for moderate to high risk procurements
    Participates in continuous improvement activities to drive material commonality and cost, schedule and risk reductions
    Participates in Commodity Team activities
    Consolidates requirements, issues status reports, and negotiates pricing, discounts, and terms and conditions
    Responds to supplier inquiries and coordinates source selection decisions
    Works with senior supply chain staff to address the more complicated procurement related issues
    Recommends cost saving proposals or alternative sources
    Interacts with suppliers and QA to resolve quality issues

    Experience with International Sponsorship Management a plus

    KNOWLEDGE SKILLS AND ABILITIES:
    Highly proficient knowledge relevant policy and procedures, including Quality processes, Counterfeit Parts, and other compliance requirements such as General Dynamic's policies/procedures, federal, state, Federal Acquisition Requirements/DFAR, and local laws
    Has highly proficient strong knowledge in assigned commodities and advanced decision-making skills
    Exercises good judgment within defined procedures and practices to determine appropriate action
    Ability to work on a diverse range of mid-complex problems/proposals
    Ability to works under limited direction
    Ability to work and succeed in a fast-paced, deadline driven environment while demonstrating strong presentation, communication, team building and leadership skills
    Highly proficient knowledge of estimating principles, Government contractor purchasing requirements and how to apply Federal Acquisition requirements
    Highly proficient understanding of and ability to effectively use ERP/MRP systems.
    Highly proficient understanding of procurement laws and regulations
    Highly proficient analytical skills
    Highly proficient negotiation skills
