  • Basic Qualifications

    Master's degree plus a minimum of 4 years of relevant experience in a management role in US Navy shipbuilding new construction or post-delivery programs or a Bachelor's degree plus a minimum of 6 years of relevant experience in a management role in US Navy shipbuilding new construction or post-delivery programs or retired military plus a minimum of 8 years relevant experience in a management role in US Navy shipbuilding new construction or post-delivery programs.

     

    They must be able to attain a Department of Defense Secret security clearance within 60 days of hire.  Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required. 

    Responsibilities for this Position

    General Dynamics Mission Systems has an immediate opening for a Program Manager in our Mobile, Alabama Office who is responsible for work execution contracted in support of the US Navy LCS program ship certifications and major availabilities.  The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.  General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

The selected candidate will work collaboratively with customer and company teams to manage the execution aspect of Fleet Introduction programs in support of the LCS program and as required on other GD-MS initiatives.     This Program Manager role is responsible to directly support the Fleet Introduction Sr. Program Manager in planning, management and execution of Fleet Introduction program initiatives across multiple hulls. This individual shall work with company program, engineering and project leads to ensure budgets and required resources necessary to execute work scope on the waterfront are in place and they are performing to plan. They will coordinate all GD-MS waterfront activities, the prime contractor’s execution managers and PMS 501 management teams in support of GD-MS DD250 work item completion, Austal Warranty, Interim Post Delivery Programs and PSA BOA programs before the Obligation Work Limited Date (OWLD) milestones for each hull.

     

    They are responsible for work scope performance to budgets tasked to support modernization projects and programs of newly delivered surface combatants. They will be responsible to coordinate with engineering, materials and subcontracts teams with the business project management team to develop estimates, budgets, and reporting performance metrics. They will directly support the weekly customer and company program meetings.

     

    This Program Manager role is responsible to directly support the Fleet Introduction Sr. Program Manager in planning, management and execution of Fleet Introduction program initiatives across multiple hulls. This individual shall work with company program, engineering and project leads to ensure budgets and required resources necessary to execute work scope on the waterfront are in place and they are performing to plan.     They are responsible for work scope performance to budgets tasked to support of the IPDA, Crew Move Aboard, and PDA milestones events to include DCMA and LOA readiness and crew familiarization trials and Sail-away support.  They will be responsible support all ships from ship delivery through sailaway while in port and underway in the East Coast, Caribbean and Gulf of Mexico OP areas. They will provide and coordinate a technical hand off of all scope to their San Diego based GD-MS Program Management counterpart.  They will be responsible to coordinate with engineering, materials and subcontracts teams with the business project management team to develop estimates, budgets, and reporting performance metrics. They will directly support the weekly customer and company program meetings.

     

    REPRESENTATIVE DUTIES AND TASKS:
    Uses proposal plans and strategies to lead team in developing, defining, and implementing cohesive, integrated program/product, subcontractor, and material plans, and business plans that achieve overall current and long term objectives of the program/product, business unit, and division
    Identifies needed resources for projects, defines and assigns major program roles
    Leads the establishment of and sets integrated WBS-based budget and schedule baselines including management reserve for programs/products that are complex in nature, high value, with a new customer, or in a new market area
    Monitors work accomplished to baseline plans to ensure rate of work completion is sufficient to meet program/product schedules
    Balances program risks and opportunities with executable strategies to meet technical requirements and budgets
    Manages people who lead cross-functional program teams in matrix organization that are focused on the delivery of a product or computer-based system from design to release for customers
    Creates an environment that fosters professional growth for team members
    Delegates assignments to others for developing solutions
    Conducts reviews to drill down into issues on products/programs, identify issues, develop corrective actions, and communicate issues, impacts and corrective actions to program teams
    Responsible for maximizing profit and cash flow of products/programs
    Leads team to identify and quantify risks and opportunities and risk mitigation / opportunity capture activities
    Decouples risk items from mainstream program to the greatest extent possible
    Prepares and presents program/product status to leadership and external customers
    Interfaces with customers on technical matters regarding program/products
    Identifies potential subcontractors for program elements
    Identifies scope changes and develops product/program positions for equitable cost and schedule adjustments
    Develops and executes proposal plans and strategies
    Develops customer relationships and develops new business within the market/program
    Follows processes and operational policies in selecting methods and techniques for obtaining solutions

    Recommends changes to policies and establishes procedures that affect immediate organization(s)

    KNOWLEDGE SKILLS AND ABILITIES:
    Very strong knowledge of products and technologies including current and potential applications

    Very strong knowledge of government contracting practices and regulations regarding acquisition

    Erroneous decisions or recommendations or failure to complete assignments normally result in serious delays and considerable expenditure of additional time, human resources, and funds

    PREFERRED DEGREE TYPES AND EXPERIENCE:

    • They must have strong interpersonal and organizational skills as well as excellent written and oral communication skills. They must be capable of continuously managing multiple tasks across multiple hulls.
    • Be physically able and willing to work in an industrial environment in support of weekly shipboard inspections while ships are in US Naval facilities and industrial shipyard overhaul and repair facilities. This includes inspecting jobs in elevated or confined areas as required.
    • Work with program, engineering and sub contract managers and administrators to ensure services and products are provided to the waterfront IAW cost and schedule driven requirements.
    • Actively participate as a valued contributor in program meetings directly supporting the assigned Navy and contractor hull program execution activities.
    • Support estimating assessments for waterfront work with project and program management.
    • Support planning efforts of assigned programs in accordance with current company policies, common processes and contract terms and conditions, with the highest ethical standards.
    • Review execution business indicators and proactively indicate corrective action when data indicates that intervention is needed
    • Demonstrates a proficient understanding of execution of scope via standard post contract vehicles and report schedule and cost variances.
    • Candidates must demonstrate strong leadership behaviors, effective communications skills, a sophisticated understanding of project management and the ability to successfully manage, grow and evolve General Dynamics Mission Systems programs.
    • Possess and demonstrate knowledge of post-delivery business processes and program management tools, including proficiency in understanding the requirements reporting through.
    • Demonstrated experience in a matrixed organization, motivating non-direct reports to meet program objectives
    • Familiar with finance, contracting and subcontracting processes and relationships necessary to implement planned and emergent support contracts.
    • Must be willing and able to travel as required to support ships operating in the east coast, Caribbean and Gulf of Mexico op areas at sea , US Naval bases and supporting shipyard facilities
