  • Basic Qualifications

    Bachelor's degree or equivalent is required plus a minimum of 8 years of relevant experience; or Master's degree plus a minimum of 6 years of relevant experience to meet managerial expectations.



    • Knowledge of Type 1 encryption development/products and the ability to apply technology
    • Planning and cost estimating

    • Working Knowledge of MS Project, Excel, Word, PowerPoint
    • 10+ years of experience with domain knowledge in Type 1 encryption product or program developments and demonstrated functional expertise in two or more areas (3 preferred): program management, product management, systems/security engineering, networking, cybersecurity, software/hardware engineering, operations, sales, business development



    Department of Defense SECRET security clearance is required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.



    Responsibilities for this Position

    General Dynamics Mission Systems has an immediate opening for a Program Manager in the Data at Rest Encryption business area. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.  General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.




    • Oversee all activities for a particular product from definition to development, launch, release, upgrades, and sustainment.
    • Represent the product as the expert and evangelist with knowledge of product specifications and requirements, market and customer/user needs, and market competition
    • Create the product road-map with recommended features and enhancements and prioritization of market driven requirements to meet market needs, ROI, Sales and growth objectives.
    • Define business/user requirements for products and upgrades
    • Recommend the scope of present and future products by reviewing and recommending new ideas
    • Drive product roll-out strategies that drive baselines across the product portfolio by planning, scheduling, estimating, and conducting reviews for individual product releases.
    • Manage and drive internal product releases to execute roll-out commitments including staffing coordination with Engineering Resource Management
    • Formulate and execute long-term plans cost/profit control
    • Act as Government interface for product development support, compliance and releases approvals and certifications
    • Manage Configuration Control Board (CCB) Meetings for developments
    • Manage contractual agreements for product developments including Memorandum of Agreement (MOA), Non-Disclosure Agreements (NDA), and export compliance under Technical Assistance Agreements (TAA) with foreign nations
    • Support development of marketing collateral
    • Provide reporting and status to Product Line Management and Executive Management
    • Support Product Line Management in performing:
      • Market Analysis to identify and quantify market needs and identifies opportunities as well as evaluating competitor offerings
      • Strategic Planning to capture the approach to maximize return from investment in the market and align with available resources and plans
      • Product Planning to refine scope, schedule of the complete Product Plan
      • Risks and Opportunities are identified and mitigation activities tracked
      • Configuration Control of the product baselines
      • Product Launch (includes preparation and launch execution)
      • Product Life-cycle Management from initial concept through product end of life



    • Effective written and presentation skills
    • Ability to lead teams without a direct reporting structure, solve challenging business problems, flexibility to multitask and reprioritize to meet changing business needs in fast paced environment
    • Excellent knowledge of products and technologies including current and potential applications
    • Excellent knowledge of target customer markets
    • Skilled in the development and implementation of product/program strategy and tactics
    • Ability to generate cohesive program plans
    • Must be able to establish and assure adherence to budgets, schedules, work plans, and performance requirements
    • Ability to develop and implement a product-oriented WBS and WBS Dictionary
    • Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends
    • Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives
    • Ability to understand and analyze program financial data
    • Excellent verbal and written communication skills
    • Ability to evaluate quality of work product to ensure satisfaction of customer requirements
    • Excellent understanding of advanced of risk and opportunity management techniques and ability to apply them to programs
    • Ability to lead teams in matrix organization
    • Ability to lead others in team building, conflict resolution, motivation, leadership and advanced risk management
    • Excellent knowledge of government contracting practices and regulations regarding acquisition
    • Outstanding relationship management and marketing skills
    • Needs ability to execute company policies that affect immediate operations
    • Ability to develop and execute proposal plans and strategies
    • Ability to lead program in customer negotiations and negotiate win-win solutions
    • Will interact frequently with internal personnel and outside representatives at various levels 
    • May be required to travel


    Required Education/Experience:

    The Product Manager position requires a Bachelor's degree in engineering, or a specialized area (e.g., computer science, mathematics), or the equivalent and demonstrated leadership to meet the managerial expectations



    Preferred Experience/Certifications:

    • Demonstrated product and program management experience
    • Experience with product security certification
    • Program Management Professional (PMP) or Product Development and Management Association (PDMA certification)
