    Bachelor's degree or equivalent is required plus a minimum of 10 years of relevant experience; or Master's degree plus a minimum of 8 years of relevant experience to meet managerial expectations.


    Department of Defense Secret security clearance is required at the time of hire.  A Top Secret clearance must be obtainable within 24 months of hire.  Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to Top Secret classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

    Responsibilities for this Position

    General Dynamics Mission Systems (GDMS), a market leader and technology innovator, is seeking talented professionals to deliver cutting edge solutions to our customers. GDMS has an immediate opening for a Subcontracts Program Manager to join our team in McLeansville, North Carolina.  The Subcontracts Program Manager is responsible for driving the performance and management of GDMS' major subcontractors and strategic partners to ensure success at the integrated program level. The successful candidate will be responsible for the leadership of subcontractors and critical subcontracted systems for programs supporting GDMS business based out of McLeansville North Carolina.  This business is focused on the design, integration, installation, and support of complex underwater systems for government customers.




    • Manage all costs, quality, schedule, financial, and technical performance requirements that are levied on the subcontractor and supply chain suppliers/vendors to ensure performance in support of the contract milestones of the system technical requirements.  Own the supply chain content within the program and its successful integration into the broader program
    • Develop sourcing and subcontract contracts management strategic plans that address overall program capture needs and execution
    • Participate as a member of the business development and program execution team. Support the process by leading the preparation, processing, and execution of Non-Disclosure Agreements, Teaming Agreements, Subcontracts and other legal documents as required. Prepare/review competitive and non-competitive RFQ’s including solicitation terms and conditions, statement of work, schedules, etc
    • Provide leadership on subcontract engagements. Establishes metrics internal/external to ensure that subcontractor is delivering quality deliveries on time / on budget to the program and that source documents provide to the subcontractor by General Dynamics are complete, accurate, and on time to the subcontractor
    • Provide leadership and coordination with program on subcontractor’s performance
    • Own the development of a support team to include necessary resources (technical, subcontract administration, finance, etc.) required to execute program management responsibilities for the subcontract
    • Provide Program Management direction to team members as required to ensure that subcontractor performance meets requirements and that deliverables are successfully integrated with the broader program to meet performance milestones
    • Drives subcontractor performance and improve margin
    • Act as the primary interface and leader to the subcontractor and Line of Business (LOB) program management office responsible for the complete execution and commitment to meeting Return on Invested Capital (ROIC), Cash, and Earnings before Interest and Taxes (EBIT) to GDMS

    In addition, the individual will:

    • Formulate and approve sub-contractual documents and strategies. Establish and implement program plans that achieve the overall objectives of the business and program
    • Meet target goals for the supply chain content of the program(s), including subcontracts, as established by senior management
    • Implement risk management and apply highly evolved techniques to the subcontractor and complex commodity procurements
    • Set the supply chain content baseline– control change – drive performance to meet the business needs
    • Set subcontractors baselines – control change – drive performance to meet the business needs. When required, implement Earned Value Management System (EVMS) process to manage subcontractor cost and schedule performance
    • Effectively communicate customers’ needs and requirements to the subcontract team (customer advocate)

    Additionally, this individual will provide domain expertise in subcontract contractual/program management strategy, implementation, execution and administration to include:

    • Negotiating cost, price, schedule, and deliverables subcontracted efforts within the business goals, responding to audits, and documents the substance of discussions, agreements, and results and serving as the primary interface with subcontractor in fact-finding, audits, and formal subcontract negotiations
    • Reviewing subcontracts contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance 
    • Reviewing statements of work and technical specification to ensure subcontracted items have the proper decomposition that will meet the program requirements at the system level. Review and provide guidance to subcontractor’s WBS and WBS dictionary as baseline for scope definition and effective integrated cost/schedule management of the project
    • Ensuring that the proper design reviews and acceptance criteria are defined within the subcontract
    • Acts as the focal point with the Legal, Finance, and other departments for resolution of problems regarding subcontract requirements
    • Maintaining liaison with customer/ Defense Contract Management Agency/Defense Contract Audit Agency on subcontract contractual, and audit issues
    • Within the GDMS Subcontract organization, this individual will be responsible to be a leader within the community, champion subcontracts/supply chain initiatives, and process improvements – drives improvement into the team that make an impact to the business performance


    • Demonstrated past ability to exhibit confidence and professional diplomacy, while effectively relating to all people at all levels internally and externally
    • Formal project management training is required
    • Understand priorities, cultural norms, and unwritten rules for success at all levels of the organization
    • Identifies when issues need to be escalated and alert that appropriate staff within the organization
    • Understanding of interrelationships, roles, and responsibilities of the internal and external organization
    • Through perceived organizational and political sensitives with the internal and external organizations is able to develop and implement strategies that ensure positive outcomes and mission success of the program
    • Demonstrated ability to draft highly complex contractual instruments that comply with General Dynamic’s polices/procedures, federal, state and Federal Acquisitions Requirements/DFAR, and local laws
    • Highly proficient in the development of subcontracts program plans and commodity procurement plans
    • Highly proficient and skilled through contractual document and influence management the ability to have suppliers focus and deliver products, services, or subcontract items that meet the program’s cost, schedule, and technical performance needs
    • Highly proficient understanding of basic philosophy of program schedules, risk areas, slack time, and critical path
    • Demonstrated ability to match engineering development approaches to schedule implementation (waterfall, incremental development, sprints, spiral, etc.)
    • Ability to negotiate win-win solutions
    • Able to develop proficient knowledge of company products, competitive products and services
    • Technical understanding of product(s) and services performed on contracts
    • Highly proficient knowledge of work estimating, allocation, scheduling, and authorization
    • Ability to use proposal plans and strategies to implement executable, cohesive program plans
    • Ability to develop and implement a product-oriented WBS and WBS Dictionary
    • Highly proficient ability to track work accomplished to baseline plans to ensure rate of work completion is sufficient to meet schedules
    • Highly proficient ability to identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends
    • Highly proficient in developing and managing internal/external efforts/programs with metrics.
    • Highly proficient ability to understand and analyze project financial data
    • Ability to evaluate quality of work product to ensure satisfaction of customer requirements
    • Highly proficient understanding of the fundamentals of risk and opportunity management and ability to apply them to projects
    • Highly proficient ability to lead teams in matrix organization to achieve schedule, cost, and technical performance objectives
    • Ability to communicate clearly, both written and verbal
    • Ability to make sound, proactive decisions
    • Ability to develop and execute proposal plans and strategies
    • Highly proficient understanding of value propositions and ability to make effective trades within project trade spaces
    • Highly proficient in MS Project, Excel, Word, PowerPoint
    • Will be required to travel ~ 50% or more



    • Top Secret clearance is strongly preferred at the time of hire
    • Program Management Institutes PMP certification is preferred
