    Responsibilities for this Position

    General Dynamics Mission Systems, Inc. (GDMS) has an immediate opening for a Senior Proposal Manager to work in our Strategy and Business Development (SBD) organization for the Fair Lakes, VA Proposal Center of Excellence (PCOE). The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.

    In this role, you will implement the Business Development Process (BDP) managing the development of proposals, mentoring capture managers, and coaching capture and proposal teams on pre-proposal and proposal methodologies. Representative duties and tasks include:

    • Leading agile proposal development of large and/or strategically important GDMS proposals
    • Managing functional resources assigned to the proposal and on-time submittal of 100% compliant and compelling proposals
    • Overseeing all proposal activities, including directing proposal personnel, developing and managing proposal schedules and deadlines, and monitoring the progress and quality of the proposal
    • Participating in the development and review of proposal strategies, themes, and solutions
    • Partnering with the Capture Manager to integrate the win strategy and solution into a proposal structured for compliance and ease of evaluation
    • Working with the Capture Manager to keep the Line of Business (LOB) leadership apprised of issues that prevent successful delivery of a compliant and compelling proposal
    • Creating the proposal outline, based on proposal preparation instructions and evaluation criteria, and using it to track progress and compliance
    • Cross referencing the proposal outline to the solicitation requirements and tracking responsiveness to all requirements
    • Directing writing/editing/rewriting efforts to prepare volumes that are clear, compelling, and grammatically correct and working with the Volume Leaders to ensure inter-volume compatibility
    • Reviewing proposal drafts to ensure requirements are adequately addressed and that page limits are not exceeded
    • Conducting regular proposal progress status meetings (Proposal Standup), tracking completion of action items, and maintaining the proposal schedule
    • Developing and executing the proposal review plan (e.g., Pink Team, Red Team, Gold Team), along with the Review Team Lead, for interim and final reviews of all proposal volumes
    • Ensuring that review comments are incorporated into the proposal
    • Providing direction/guidance for proposal layout and production
    • Ensuring proper maintenance of proposal files and associated documents on the proposal team site
    • Building relationships with senior level internal stakeholders and partners and regularly interacting with executives and/or major customers
    • Working on complex issues where analysis of situations or data requires an in-depth knowledge of the company

     

    GDMS employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions. GDMS develops mission critical Command, Control, Communication, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) solutions across the land, sea, air, space and cyber domains, but that doesn’t tell our whole story.     What you bring to our team:

    • Bachelor's degree or equivalent is required plus a minimum of 10 years of relevant experience; or Master's degree plus a minimum of 8 years of relevant experience to meet managerial expectations
    • Very strong interpersonal, communication, collaboration, and leadership skills are important as well as high quality work, attention to detail, and the ability to get work done on time
    • Negotiation skills to negotiate with management or attempt to influence senior level leaders regarding matters of significance to the organization
    • Clear understanding of the roles of the various functions within a defense contracting business, and an in-depth understanding of U.S. Department of Defense acquisition process and Requests for Proposals (RFPs). Experience with Intelligence Community (IC) acquisition process, customers, or programs a plus
    • Substantial understanding of business development and capture management
    • Demonstrated effectiveness in all facets of proposal development and management
    • Ability to thrive in a highly interactive team environment and work well under pressure to deliver on multiple tasks and/or priorities
    • Experience working independently and managing large, matrixed proposal teams (10-45 technically experienced personnel)
    • Ability to work within the SBD organization, with other functional areas (e.g. finance, contracts, human resources, facilities, etc.), and the LOBs to manage proposal resources and deliver winning proposals
    • Demonstrated ability to review, analyze, and interpret RFPs and related documentation and build a subsequent proposal kickoff package
    • Demonstrated ability to develop and execute proposal schedules, and manage proposal teams in a high stress, fast-paced environment
    • Demonstrated ability to conduct briefings for senior level internal stakeholders and partners
    • Strong ability with Microsoft Office programs, including Microsoft Project, as well as Adobe Acrobat Professional. Strong proficiency with Microsoft Word is required.

    What else you should know:

    • Travel as much as 50% is required for assigned proposals, nominally for two week periods at a time
    • Overtime may be required to complete proposal tasks on time, as necessary
