Subcontracts Specialist

Education Requirements:

Bachelor’s degree or equivalent is required plus a minimum of 5 years of relevant experience; or Master's degree plus a minimum of 3 years of relevant experience.

Clearance Requirements:
The ability to obtain a Department of Defense Secret security clearance is required within a reasonable period of time. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

As a member of the Contracts Department Subcontracts Team, you will be responsible to lead contractual communication and commitments for the complete life cycle of Subcontracts in support of multiple Government contracts.  You will be responsible for ensuring compliance with both internal policies and Federal Regulations.

Duties and Tasks:

As a key member of the Proposal Team, address subcontract requirements, such as, but not limited to: 

• Collaborate with the Capture/Proposal/Program Manager, included Program Manager-Subcontracts, to support overall contract or subcontract performance which may include preparing subcontractor Request for Proposal documentation
• Review or support reviews of subcontractor proposals including management of the source selection process by participating with the proposal evaluation team in fact finding, technical evaluation, and cost/price analysis, as applicable
• Review Requests for Proposals and participates in preparing compliant proposal responses
• Negotiate contracts or subcontracts within business goals and documents substance of discussions, agreements, and results; Negotiate terms and conditions including estimated cost or price, delivery, quality, and performance requirements

As a key member of the Program Team, address subcontract requirements, such as, but not limited to: 

• Execute engagements with subcontractors consistent with company policies and Prime Contract requirements
• Administer and monitor subcontract performance
• Maintain documentation and files in accordance with applicable processes
• Review contract or subcontract documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance
• Collaborate as a key member of program team to ensure contract or subcontract requirements are fully understood and executed
• Respond to internal and external inquiries regarding contract or subcontract issues, audits, and compliance requirements
• Support the change process and works with the Program Team to mitigate performance risk
• Advise and support business team on issues and developments relative to assigned subcontracts
• Build internal and external customer and subcontractor relationships
• Support the Contracts Department operations and GDMS enterprise objectives
• Support subcontractor invoice review and approval processes to include resolving discrepancies
• Complete timely closeout of all completed subcontracts and task orders

• Proficient understanding of contracts or subcontracts management
• Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors
• Demonstrates highly proficient judgment in selecting methods and techniques for obtaining solutions
• Networks with senior internal and external personnel in own area of expertise
• Skilled in negotiation of contracts or subcontracts of moderate to high risk / complexity
• Demonstrates highly proficient judgment and creativity to identify and resolve moderately complex contract or subcontract issues, and ability to identify where more expert guidance is required
• Highly proficient ability to grasp and apply new information quickly and handle complex assignments
• Shows initiative on assignments, exercises independent judgment, and professionally executes projects with little direction
• Demonstrates highly proficient knowledge of applicable federal regulations (FAR/DFARS) and contracting experience with prime contractors or subcontractors as well as all contract types
• Experience reviewing and analyzing contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions
• Possesses highly proficient verbal and written communication skills and the ability to deal effectively with personnel at all levels
• Demonstrates highly proficient analytical/critical thinking skills, attention to detail and research skills
• Demonstrates ability to prioritize/re-prioritize changing goals
• Collaborates and works effectively cross-functionally throughout the business
• Highly proficient computer skills (e.g., Microsoft Office) to support effective communications and business need
