REPRESENTATIVE DUTIES AND TASKS:
- Lead programmatic integration efforts for the Development portfolio, which is a critical and required function during this period of increasing complexity and program growth. Integration efforts for this role include: leading and maintaining Integrated Master Schedules, identifying and managing key dependencies between Development projects, adjudicating roles and responsibilities between projects as scope increases, and more.
- Establish and maintain portfolio metrics, which show trends and predictive analytics to ensure predictable performance.
- Working alongside Senior DPMEs, lead problem resolution for significant, Development-wide execution or strategy issues.
- Lead multi-functional teams to resolve historical performance challenges that have impacted execution, such as obsolescence management, critical skills application across portfolio, work forecasting and metrics reliability.
- Act as the lead for SWC Development in supporting and pursuing strategic initiatives for Development programs. Be a primary POC and partner with the GDMS Advanced Concepts team, to ensure that strategic priorities for SWC Development are actively pursued in an aligned manner.
- Uses proposal plans and strategies to lead team in developing, defining, and implementing cohesive, integrated program/product, subcontractor, and material plans and business plans that achieve overall current and long-term objectives of the program/product, business unit, and division
- Balances programs, risks and opportunities with executable strategies to meet technical requirements and budgets
- Manages people who lead department or cross-functional program teams in matrix organization that are focused on the delivery of a product or computer-based system from design to release for customers
- Prepares and presents program/product status to leadership and external customers
- Identifies market/scope changes and develops product/program positions for costs/price and feature changes or equitable cost/schedule adjustments
- Develops and executes proposal plans and strategies
- Develops customer relationships and develops new business within the market/program
- May be responsible for directing the planning, proposal preparation, negotiation, budgeting, performance measurement, and profit generation of other program managers
KNOWLEDGE SKILLS AND ABILITIES:
- Prior experience leading SWC Development Programs (as a Program Manager or Deputy Program Manager) is required
- Demonstrated domain knowledge of the Fire Control System
- Ability to generate cohesive program plans
- Must be able to establish and assure adherence to budgets, schedules, work plans, and performance requirements
- Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends
- Ability to understand and analyze program financial data
- Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives
- Demonstrated verbal and written communication skills
- Demonstrated knowledge of business objectives proposal techniques, and business development for new business
