Utilizing your seasoned team building skills, the Sr Advanced Program Performance Management Specialist will utilize required experiences with an integrated performance management, schedule management, or subject matter expert focus. Essentially, you’ll lead a team in contract/program schedule development and management/analysis for developing engineering programs for critical major components, or production or logistics programs for a large custom subsystems or small total systems. The scope of the programs will have a contract value typically at $20-50M per year, with total program value of $50-300M. You’ll lead the development of the program schedule baselines within the contract parameters, the analysis of program performance (historical and predictive), the monitoring of the contract/program estimate at completion, and the review of results and recommendations to program teams.

REPRESENTATIVE DUTIES AND TASKS:

  • This position will primarily focus on leading the schedule management side of EVMS but analyst must demonstrate a strong understanding of all aspects of EVMS including cost
  • Analyst will lead or co-lead the establishment the program baseline within the contract parameters in conjunction with the program team
  • Drives the program's monthly business rhythm ensuring inputs are received and reports are generated on time to meet strict program reporting deadlines.
  • Leads the analysis of historical and predictive metrics, monitors major milestone/deliverable dates and project completion dates, and makes recommendations to program manager and program stakeholders
  • Develops time-phased budgets and forecasts by resource loading the schedule based on program team inputs to meet all contract and program objectives
  • Collects and updates full program performance data, prepares and analyzes historical and predictive measures, and reviews results and recommendations with program manager and program leads
  • Integrates subcontractor data and/or material data into program data
  • Ensures program schedules are horizontally and vertically integrated and resolves network logic conflicts
  • Applies advanced schedule techniques and analysis (health and quality checks, resource loading, risk analysis)
  • Leads the program in analyzing the critical path and driving paths to identify and manage schedule risk
  • Prepares timely, accurate program review documents in alignment with program monthly business rhythm 
  • Presents documents to appropriate audience
  • Prepares timely, accurate customer required documents and reviews with program manager and department manager
  • Leads updates to the program baseline to ensure latest contract modifications and related requirements are incorporated
  • Defines requirements to solve common business problems

KNOWLEDGE SKILLS AND ABILITIES:

  • Earned Value Management (EVM), Program Performance Management (PPM), EVM scheduling tool experience required
  • Scheduling tool and EVM cost tool integration experience a major plus
  • Experience developing both proposal and execution schedules
  • Prior experience supporting Integrated Baseline Reviews with customers and DCMA EVMS Audits
  • Highly proficient organizational, analysis, and time management skills, attention to detail and accuracy, and ability to multi-task high priorities
  • Master Scheduler that can develop a draft schedule outline and work breakdown structure based on key program documents, can provide value added scheduling recommendations, and can lead the entire program team in schedule development and/or replan activities
  • Highly proficient ability to solve problems
  • Effective team leader
  • Interfaces with multiple IPT leads and PMs at multiple locations
  • Effectively and efficiently works within time constraints and adjusts to changing circumstances
  • Acts as a change agent, challenges the status quo
  • Proficiency with Microsoft Office, to include Excel, PowerPoint, Word
  • Subject matter expert on MS Project and prior experience integrating MS Project data with Deltek Cobra
  • Can mentor and train others on schedule development and sound scheduling techniques
  • Experience in coordination of program requirements across planning stages with multiple subcontractors
    Domain knowledge in program and/or product life cycle

Salary Note

This estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.). Actual pay may vary. This job posting will remain open until the position is filled.

Combined Salary Range

USD $135,000.00 - USD $143,500.00 /Yr.
