Basic Qualifications

Bachelor's Degree in a related field or equivalent experience is required plus a minimum of 15 years of demonstrated leadership; or Master's degree plus a minimum of 13 years of demonstrated leadership.
 
Department of Defense Secret security clearance is required at time of hire. Candidates must be able to obtain a Secret clearance within a reasonable amount of time from date of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

 

Responsibilities for this Position

General Dynamics Mission Systems has an immediate opening for a Supply Chain Director.  The Supply Chain Director is responsible for the subcontract management and procurement of all materials, services and support to the Maritime & Strategic Systems Line of Business.  This position is part of a supply chain management team that works in concert with the business to be a strategic advantage for General Dynamics Mission Systems.   Lead the team responsible for the negotiation of contracts with suppliers and strategic partners ensuring that our customers receive products on time while meeting all technical and quality requirements.

Duties and Tasks: 
  • Owns the supply chain content for a program/family of programs/business area, and is responsible for end-to-end supply chain execution and commitment to the business area in meeting the ROIC, cash, and EBIT contribution from the Supply Chain organization
  • Responsible for the cost, schedule, and technical performance of major subcontractors/key suppliers of critical and strategic significance to the organization
  • Directs all phases of critical subcontractors from inception through completion
  • Directs the negotiation of subcontract/critical suppliers and contract change efforts
  • Directs the preparation of RFP packages of major subcontractors, proposal work statements, and specifications, operating budgets and financial terms/conditions of contract
  • Acts as primary customer contact for program activities dealing with supply chain, leading supplier program review sessions with customer to discuss cost, schedule, and technical performance
  • Develops supplier strategies that expand the capability to meet the customer’s future expectations/needs
  • Establishes milestones of critical suppliers/subcontractors and monitors adherence to master plans and schedules identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications
  • Develops & implements supplier product/program strategies, roadmaps, and cohesive integrated plans for portfolio to meet business and program objectives relating to revenue, margin, quality, and time-to-market
  • Develops, defines and executes subcontractor/complex procurement project plans, schedules, budgets and deliverables
  • Balances subcontractor’s programs risks and opportunities with executable strategies to meet technical requirements and budgets
  • Conducts suppliers’ reviews to drill down into issues on products/programs, identify issues, develop corrective actions, and communicate issues, impacts and corrective actions to program teams
  • Set standards for supplier metric reviews over a family of programs/product line or within a business area
  • Manages people who lead subcontractor/complex procurement teams in matrix organization to achieve schedule, cost, and technical performance objectives
  • Prepares and presents supplier program/product status to leadership and external customers
  • Reviews organizational capabilities, and development/execution of strategies, to improve the competitiveness of the organization through actions such as professional growth & development, strategic hiring, strategic partnering, and acquisitions
  • Interfaces with customers on technical matters regarding supplier program/products
  • Develops customer relationships
  • Identifies market/scope changes and develops supplier product/program positions for costs/price and feature changes or equitable cost/schedule adjustments
  • Develops personnel to ensure efficient operation
  • Delegates assignments to others for developing solutions
  • Develops and executes supplier/subcontractor proposal plans and strategies
  • Effectively engages and leads in complex negotiations with suppliers involving various aspects of the business area
  • Responsible for directing other supply chain staff managers and responsibility for managing people including performance evaluations
  • Leads the patent and data rights for the suppliers/subcontracts
Knowledge, Skills and Abilities:
  • Demonstrated expert in Supply Chain
    • Ability to use the customer’s values to guide a proposal from suppliers, subcontractors and the supply chain team
    • Knowledge of business objectives, advanced proposal/RFP techniques, and business development for follow on proposal from critical suppliers and subcontractors
    • Ability to leverage cost structures within General Dynamics that will allow the business to win programs as well as meet internal financial targets
    • Ability to articulate and synthesize a sustainable, positive, foundation within the supplier base to win opportunities, by identifying factors that differentiate critical suppliers/subcontractor offerings over the competitors in the customers view
    • Ability to develop and execute critical suppliers/subcontractors and strategies and shape the supplier’s response
    • Understanding of the General Dynamics technology road map and how to influence critical suppliers/subcontractors’ investment to complement the strategy and leverage them to create a competitive advantage
    • Ability to establish alliances and coordinate supplier’s efforts to offer the customer a leveraged solution across multiple companies
    • Ability to network across General Dynamics, understand the total spend and future business with suppliers, to achieve a higher degree of leverage for General Dynamics to compete and win
    • Ability to recognize opportunity within the supply chain and provide early identification to enhance the win probability
    • Possesses the skills to develop supply chain strategy across multiple lines of business and develop a course of action to implement the stratagems
  • Demonstrated Ability to Manage Program Complexity - Of a program/family of programs that may serve multiple customers and requires managing multiple subcontractors with teams crossing several companies and/or business segments.
  • Demonstrated Ability to Manage Across Multiple/Large Span of Control - Program and suppliers may span several major domestic and worldwide locations requiring coordination of technology and/or production across locations
  • Demonstrated Ability to Manage Technical Requirements on subcontracted/complex procurement efforts
  • Demonstrated Ability to Manage Efforts that have significant Financial Impact - Ability to manage the critical supplier/subcontract programs that have significant effect on the future course of business for the company’s strategic business objectives.
  • Demonstrated leadership in negotiations - Ability to apply advanced negotiation skills to solve complex project, suppliers and customer issues
  • Demonstrated Subject Matter Expert in Risk Management - Understanding of advanced techniques in risk management and can apply them within the supply chain organization in the procurement of commodities, or services, or subcontracts

Combined Salary Range

USD $222,815.00 - USD $241,093.00 /Yr.
