Clearance Requirements:
Department of Defense Top Secret security clearance is required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.
ROLE AND POSITION OBJECTIVES:
As the SE&I Deputy Chief Engineer specializing in Countermeasure Mitigation and Discrimination (CM&D), you will be providing technical oversight and integration of SE&I Team electromagnetic warfare (EW) and discrimination related products, reporting to the SE&I Team Chief Engineer. SE&I Team's CM&D portfolio consists of system architecture concept development, evaluation, and maturation supporting System-level discrimination as well as modeling, simulation, and analysis efforts to assess the impact of EW on System performance and developing mitigation concepts for evaluation.
The CM&D Chief Engineer will participate in MDA design reviews, test reviews, and technical interchange meetings to ensure Agency-wide understanding of CMa&D concepts and designs remain consistent and meet performance needs for the Missile Defense System. The CM&D Chief Engineer will additionally engage with SE&I Team Industry partners to bring forward technologies and concepts under IR&D to MDA's attention to ensure alignment between MDA capability pipeline development and Industry strategic investments.
The CM&D Chief Engineer will support the planning and execution of CM&D-related SE&I Team tasks to ensure first time quality, timely delivery of products, and consistency across all SE&I Team portfolios, participating in CM&D-related project sprints, standups, and retrospective reviews. The CM&D Chief Engineer will ensure that System Design products are compatible with future inclusion of CM&D concepts in the MDS baseline, as well as maintaining knowledge of the capability gaps as defined in the MDA Capability Gap Tracker
REQUIRED QUALIFICATIONS:
The candidate must have a technical background in missile defense radar design, operations, and signal processing, specifically in target discrimination. Electro-optical/infrared (EO/IR) discrimination background is also desirable, both in off-board and on-board discrimination senses. The individual must have understanding of Missile Defense System sensors, command and control, and effector systems, as well as adversary countermeasures, their design, and employment.
The candidate must also possess skills in the use of modeling and simulation of discrimination phenomenology, techniques, processing, and decision logic. The candidate will generate data, analyze results, and provide insights to system or concept performance. Acceptable languages are MATLAB or Python, but Java and C/C++ are acceptable as well. The candidate must have experience in conducting system concept trade studies, requirements analysis, feasibility analysis, system performance measures of effective analysis, battlespace analysis, and timing analysis.
The candidate must possess good communication skills and demonstrated experience leading a team of talented engineers to perform highly technical work, and communicating significant results to senior management, executives, and government stakeholders.
DESIRED QUALIFICATIONS:
Desired qualifications include element-level experience with Analysis, Assessment, or Verification and familiarity with MDS Performance Tier 1 Metrics (PES, DA, LAD, RSC, etc). Systems engineering experience with large, complex systems. Experience with modeling and simulation of exoatmospheric and endoatmospheric target phenomenology (e.g. Optical Signatures Code, TASAT, DELTAS, XPATCH, etc.), atmospheric effects (e.g. MODTRAN, HITRAN, etc.), long range EO/IR sensors, RF/Radar sensors, and directed energy is highly desired. Experience with discrimination analysis and fusion (e.g. Project Hercules, relevant National Laboratory activities, etc.) is also highly desired.
