Bachelor's degree in Systems Engineering, or a related Science, Engineering or Mathematics field, plus a minimum of 8 years of relevant experience; or Master's degree, plus a minimum of 6 years of relevant experience.

CLEARANCE REQUIREMENTS:
Department of Defense Top Secret security clearance with SCI is required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

Key Responsibilities

• Serve as the primary technical interface to the customer for the DK pursuit, communicating the solution vision, technical approach, tradeoffs, and progress through customer engagements and technical briefings.
• Lead the end-to-end technical solution development for the DK opportunity, establishing and maintaining the solution vision, architecture, technical baseline, and implementation approach.
• Partner closely with the Capture Lead to translate customer strategy, mission needs, requirements, operational concepts, and evaluation criteria into an integrated technical solution and pursuit strategy that supports the win plan.
• Lead requirements analysis and management, functional and performance analysis, system design, interface definition, trade studies, systems integration planning, verification strategy, and other systems engineering activities appropriate to the pursuit.
• Manage the overall engineering effort supporting the pursuit, including technical work breakdown, staffing, engineering estimates, basis-of-estimate development, schedules, infrastructure, supportability, affordability, and execution assumptions.
• Identify technical gaps that could prevent achievement of capture strategy goals; develop and execute, with the Capture Lead and technical stakeholders, plans to close those gaps, including IRAD guidance and technology-maturation activities as appropriate.
• Analyze technical alternatives and trade space to develop the best overall solution, emphasizing a high-TRL, low-cost approach with a proven GDMS projector and message processor and advancing a common projector design that supports multiple mission profiles, including UMS MAAS efforts.
• Lead and participate in technical solution reviews, including gate reviews, technical readiness reviews, proposal reviews, and leadership decision forums; assure that review actions are resolved and the technical baseline is ready for each pursuit milestone.
• Identify, assess, communicate, and drive mitigation of technical, integration, cost, schedule, staffing, and execution risks. Escalate complex or stagnant issues and facilitate timely leadership decisions.
• Coordinate with Chief Engineers, engineering managers, subject-matter experts, resource managers, and partners to assemble the right technical team and validate availability of required skills, laboratories, tools, facilities, and other resources.
• Ensure the proposed solution is executable, with clear deliverables, dependencies, technical performance measures, assumptions, and a credible path from contract award to program execution.
• Maintain disciplined control of the technical baseline and proposed solution changes, ensuring changes remain aligned with customer intent and are understood by capture, pricing, proposal, and execution stakeholders.
• Direct the development and technical consistency of proposal artifacts, including technical volumes, statements of work, basis-of-estimate inputs, schedules, compliance matrices, system descriptions, architecture products, and customer briefings.
• Perform or oversee technical analyses of candidate undersea transmission technologies, vendor and COTS products, GFE/CFE/BFE, specifications, standards, and relevant data to determine feasibility and support solution decisions.
• Ensure applicable security engineering, accreditation/certification, verification, test, and compliance considerations are incorporated into the solution and proposal artifacts. Maintain technical alignment across customer engagement, capture strategy, solution development, pricing, and proposal development.
• Apply disciplined engineering processes, standards, procedures, tools, and best practices; provide technical mentorship and constructive feedback to cross-functional pursuit team members; and identify opportunities to improve the solution and pursuit process, including responsible applications of AI.

Knowledge, Skills, and Abilities

• Advanced knowledge and application of systems engineering principles, concepts, and practices across the system development life cycle.
• Demonstrated ability to develop and lead complex technical solutions, architectures, and major technical tasks for large, multidisciplinary teams or projects.
• Experience with undersea acoustic transmission, long-range acoustic source or projector technologies, systems integration, and relevant mission environments is strongly preferred.
• Strong understanding of requirements management, system modeling, trade-space analysis, interface management, integration, verification, and test planning.
• Ability to balance mission effectiveness, technical performance, risk, cost, schedule, supportability, and affordability when making solution decisions.
• Strong proposal and capture acumen, including the ability to shape technical approaches, lead technical proposal content, and contribute to credible statements of work, basis-of-estimate inputs, and execution plans.
• Strong project leadership skills, including technical planning; cost and risk analysis; and familiarity with EVMS concepts such as SPI/CPI, Cost Account Management, and statistical process controls.
• Excellent written, verbal, and presentation skills, with the ability to explain complex technical concepts, issues, impacts, tradeoffs, and corrective actions to customer, technical, and executive audiences.
• Ability to apply new information quickly, resolve complex assignments efficiently, and exercise independent technical judgment in an evolving pursuit environment.
• Strong collaboration, influence, and relationship-building skills across engineering, capture, program management, business development, customers, partners, and suppliers; proficiency with Microsoft Office and relevant engineering, requirements-management, modeling, planning, and collaboration tools.
