The Program Execution CoE Organization enables disciplined, data‑driven insight into program execution across the enterprise. Program Execution CoE delivers the foundational processes, tools, and analytics that ensure program leaders, Execution Business Partners, and functional stakeholders have reliable, actionable information to manage cost, schedule, risk, and performance.
Our mission is to maintain and evolve the Earned Value Management System (EVMS) and related program performance tools that support decision‑quality data, enable compliance, and strengthen execution excellence. We partner closely with Program Management, Finance, Scheduling, Engineering, and IT to integrate complex program data, streamline operational workflows, and ensure tools remain secure, efficient, and aligned with evolving business needs.
To achieve this, CoE team operates as both a strategic and operational function—overseeing EVMS applications, managing tool configurations, leading upgrades and technology improvements, and providing expert support to end users across multiple domains. The organization also drives innovation in analytics, automation, and digital modernization to continuously improve how performance data is generated, measured, and consumed.
The Tools Operations team plays a central role in this mission by safeguarding the health, accessibility, and reliability of the systems that underpin program performance. The Execution Business Partners Tools Lead will be instrumental in stewarding these capabilities, ensuring our tools environment remains stable, scalable, and ready to support the next generation of program execution needs.
We are seeking an experienced Program Execution Application & Tools Lead with an EVMS foundation who can not only manage operations of existing applications, but also drive modernization through process optimization, automation, and adoption of AI-enabled capabilities.
The ideal candidate combines strong technical expertise with strategic thinking—continuously identifying opportunities to streamline workflows, improve data quality, reduce manual effort, and elevate the user experience through intelligent systems, analytics, and next-generation digital tools.
What you’ll experience:
• Lead the transformation of PPM tools and operational processes by identifying inefficiencies, mapping improvement opportunities, and creating scalable solutions that reduce friction for end users.
• Evaluate and introduce AI-enabled capabilities such as intelligent ticket triage, anomaly detection, automated reporting, predictive analytics, and process automation to enhance tool reliability and responsiveness.
• Partner with IT, business leaders, and vendor teams to modernize system workflows and integrate automation technologies across EVMS applications and related platforms.
• Oversee daily operations of PPM tools, ensuring robust performance, high availability, secure configurations, and seamless integration with upstream/downstream systems.
• Lead upgrades, enhancements, and technology refresh initiatives with a focus on increasing stability, simplifying user interactions, and removing manual work.
• Analyze operational data, ticket patterns, and system performance metrics to proactively recommend improvements and embed AI-driven insights into system operations.
• Support continuous improvement by documenting best practices, updating standard work, optimizing processes, and establishing repeatable workflows that reduce error rate and cycle time.
• Provide mentorship and guidance to the PPM Tools team to increase automation skills, improve technical capabilities, and adopt modern operations practices.
• Serve as a champion for digital transformation across the Execution Business Partners community, helping teams understand and adopt new tools, dashboards, analytics, and AI-driven features.
• Facilitate effective communication of system changes, outages, upgrades, and improvements to stakeholders.
What you bring to the table:
• Deep understanding of EVMS tools, scheduling applications, and program lifecycle processes.
• Demonstrated experience identifying process improvement opportunities and implementing practical, technology-driven solutions.
• Understanding of AI/ML concepts and how they can be applied to business operations, automation, anomaly detection, reporting, and user support workflows.
• Experience with SQL, scripting languages, automation tools, and data analysis to support process improvement and operational excellence.
• Strong technical systems background (developer, systems engineer, solutions architect, or integrator).
• Ability to evaluate new technologies, conduct proof-of-concepts, and recommend strategic enhancements aligned with business modernization priorities.
• Experience designing or supporting batch automation, workflow automation, and data integration improvements.
• Excellent communication and presentation skills with the ability to translate technical concepts into clear business implications.
• A proven track record of leading initiatives that reduce manual work, improve reliability, or enhance user satisfaction.
• Strong adaptability when navigating new technologies, shifting priorities, and evolving organizational needs.
What sets you apart:
• Experience leveraging AI tools for automation, ticket triage, dashboarding, or predictive analytics.
• A continuous improvement mindset with a history of modernizing tools or processes.
• Power BI experience including automation of dataflows or integration with enterprise systems.
• Experience with Deltek or other EVMS-related tools at the administrator or integrator level.
• PMP certification or EVMS practitioner experience.
• Technical depth in C#, SQL, VBA, or similar tools used for automation and integration.
